Specifications include, but are not limited to: 2.1.1 The contractor shall provide technical assistance to public drinking water system owners, operators, other public drinking water system operating support staff, management staff, and as applicable, other staff including city or district staff and board members associated with the public drinking water systems (hereinafter collectively referred to as “public drinking water system staff”). 2.1.2 The contractor shall perform all services in accordance with the provisions and requirements stated herein and to the sole satisfaction of the Department of Natural Resources, Public Drinking Water Branch (hereinafter referred to as the state agency). 2.1.3 The contractor shall either provide the services directly or shall provide a person/personnel who must comply with the requirements stated herein. Therefore, references to “the contractor” throughout this document shall also be deemed to include the person/personnel provided by the contractor. 2.1.4 The contractor shall provide technical assistance services in the following areas described herein. a. Water system technical and compliance assistance; b. Assistance with capacity development issues; and c. Unaccounted for (nonrevenue) water loss issues. 2.1.5 The state agency will designate a contract representative who shall be the liaison between the state agency and the contractor (hereinafter referred to as the state agency project manager). The state agency will provide the contractor with the name, email address, and telephone number of the state agency project manager. 2.1.6 The contractor shall work in close coordination with the state agency to meet the provisions and requirements stated herein.
