Specifications include, but are not limited to: The contractor shall provide petroleum storage tank inspection services (hereinafter referred to as inspections) for the Board of Trustees of the Petroleum Storage Tank Insurance Fund (hereinafter referred to as the state agency) in accordance with the provisions and requirements stated herein and to the sole satisfaction of the state agency. The contractor shall conduct inspections to: (1) confirm information concerning the number and types of tanks in use at the site, the type of piping in use at the site, and the types of leak detection methods and leak prevention equipment being used at the site; (2) determine whether equipment complies with Department of Natural Resources’ (DNR)’s UST regulations and Missouri Department of Agriculture’s (MDA)’s petroleum storage tank regulations; (3) identify operating and maintenance problems or deficiencies which may cause or contribute to a petroleum release; (4) assist owners/operators in improving their tank management practices; (5) report any observations which appear to constitute a reportable release ; and (6) assist the state agency in identifying trends, conditions, and information related to unusual corrosion or other current issues of interest to the industry. The contractor may include other procedures and observations deemed important by the contractor to assist tank owners/operators in preventing and mitigating the risk of leaks and spills. The contractor shall not be required to perform reviews of operating records maintained by tank owners/operators that demonstrate compliance with DNR UST regulations governing leak detection, leak prevention, or financial responsibility (e.g. tank and line tightness tests, operability checks for line leak detectors, cathodic protection rectifier logs, required cathodic protection system checks, lining inspection checks, or operator training records, walkthrough inspection records, or tests of leak detection equipment, overfill devices, and sumps).
