Specifications include, but are not limited to: 3.1.1 The Departments institutional treatment centers are experiencing an increasing severity of antisocial tendencies in the population and therefore a need exist for a program that addresses substance use disorder, increases moral reasoning and promotes healthy, prosocial values with offenders. The pilot of the program will occur at the Departments institutional treatment centers. 3.1.2 Moral Reconation Therapy (MRT) is an evidence-based, cognitive-behavioral, systemic treatment approach to decrease recidivism by increasing moral reasoning. MRT significantly reduces recidivism rates and increases program retention rates among justice involved individuals, who have antisocial tendencies, and treatment resistant clients. MRT Training is comprised of lecture, discussion, group work, homework and individual exercises. 3.1.3 Training services shall be provided to the Department for MRT Facilitator Training. 3.1.4 The contractor shall provide to the Department a four (4) day consecutive on-site 32 hour (includes breaks and lunch) training for a minimum of twelve (12) departmental staff per facilitator training session. a. Training dates and location will be determined by both the contractor and the Department for each session. 3.1.5 The training agenda to be covered during each four (4) day training sessions is as listed on Attachment 1. 3.1.6 The contractor shall provide to the Department all training materials that are necessary to complete the four (4) day on-site facilitator training, at no additional cost. 3.1.7 Upon completion of the training, the contractor shall provide a certificate of completion certifying the participant can facilitate MRT groups with no term limitations.
