Specifications include, but are not limited to: The legal services required under this project will be delivered under a two-year Professional Service Agreement (“Contract”), but may be extended an additional year, if needed. It is expected that the services will be provided on and off-site and will require attending meetings or other events in person to discuss and advise on the governance relationship between the CJCC and its governmental and nongovernmental partners. In addition to drafting the Intergovernmental Justice and Public Health Information Sharing Governance Agreement and other related agreements/documents, legal counsel will also assist with planning and developing the Project Plan/Charter for the Justice and Public Health Information Sharing Initiative funded under this grant award and will draft policies to ensure that legal requirements are satisfied when the CJCC and its partners develop and utilize local information exchanges. Legal counsel will also provide a report concerning: The governance relationship and organizational structure between the CJCC and its governmental and nongovernmental partners; The risks or liability to the respective governmental entities and the CJCC; and The Federal, State, and local legal requirements pertaining to data security and privacy.
