Specifications include, but are not limited to: The continued use of their Human Resource Information System (HRIS) software from Aspire HR, Inc., which is an SAP product. This product coexists with other SAP products purchased by MDC since the inception of the HRIS contract. SAP is the only provider of the Boomi integration tool that is needed to work with the SAP HRIS Employee Central (EC) module to allow integration with Benefitfocus, a third-party subcontractor, and the software Intellitime, used for time reporting. Boomi is no longer sold or available as an integration tool and has been replaced with a product called HCI. However, Boomi still exists as a solution with Aspire HR, and MDC has been grandfathered in as a continued recipient of Boomi. A different HRIS provider other than Aspire HR would require MDC to switch the integration tool to HCI. Additionally, MDC would have to reinvest in the product as a whole, requiring the rebuild, reimplementation, and a new reporting structure with the end result costing significant expenditure to rebuild workforce analytics. While the software licensing is available for purchase through the NASPO ValuePoint Cloud contract, the products would be upcharged by 10-15% compared to going directly to AspireHR. Since Aspire HR is the only provider that can provide the desired HRIS licensing and software, including the Boomi integration tool necessary for integration with Benefitfocus and Intellitime, Aspire HR qualifies as a single feasible source procurement.
