Specifications include, but are not limited to: The Contractor shall provide coordination of opt-out HIV screenings in healthcare settings and, for those who are preliminary positive for HIV through testing efforts, referrals to linkage to care and partner services in the Kansas City area or St. Louis area. 8.1.1 The specific area for which services shall be provided will be specified in the Notice of Award issued by the Department. The Kansas City area shall include the counties of Platte, Clay, Jackson, Ray, Cass, Johnson, Bates, Henry, Benton, and Lafayette. The St. Louis area shall include the City of St. Louis and the counties of St. Louis, Lincoln, Jefferson, Franklin, Warren, and St. Charles. 8.2 The Contractor shall have experience with rapid HIV testing and shall provide technical assistance to testing sites, which shall be based on CDC Revised Recommendations for HIV Testing of Adults, Adolescents, and Pregnant Women in Health Care Settings (MMWR September 2006) located on the internet at: http://www.cdc.gov/mmwr/preview/mmwrhtml/rr5514a1.htm. 8.3 The Contractor shall use the Department-provided rapid HIV test kits. The Department will provide the Contractor with a specified allotment of rapid HIV test kits on an annual basis. The Contractor shall manage the allotments and must provide testing throughout the contract period. 8.3.1 The Contractor shall ensure that HIV rapid test method training, which shall include prevention counseling methodology, is provided to all staff who conduct HIV rapid testing. The Department will offer HIV rapid testing training upon request by the Contractor. 8.3.2 The Contractor shall secure laboratory services for the confirmation of all rapid preliminary positive tests. 8.3.3 In the event of a preliminary positive test result, the Contractor shall provide the individual with the preliminary positive test results, and provide referrals to Linkage to Care and partner services, according to established protocols by the Department. 8.4 The Contractor shall monitor the usage of rapid tests and ensure proper storage, handling, and controls according to the rapid testing company’s insert on proper specimen collections procedures.
