Specifications include, but are not limited to: TASK 1: Review, assess and offer recommendations for the improvement of the Cemetery’s business and financial management processes; a) City Fee Study pertaining to cemetery fees and related costs for property sales, interment services and perpetual care; b) Perpetual care fund; c) Records preservation and management; d) Existing and potential computer cemetery management and mapping systems; TASK 2: With respect to existing available space within the Cemetery and possible expansion, analyze and make spatial projections (both written and mapped format) based on the community’s future interment needs taking into consideration cultural and religious practices and trends; a) Detail current and projected trends for local, Benchmark Cities, and other relevant cemetery markets pertaining to property sales, grave opening and closing fees, projected end of sales and services revenue, and non-revenue phase uses; b) Expanded interment options and locations, including possible reinstatement of unused graves as provided by Missouri State Statutes; c) Estimate projected costs (based on phased recommendations) and determine return on investment for each.
