Specifications include, but are not limited to: The Missouri State Highway Patrol’s Crime Lab requires four full spectrum imaging systems for the Latent Print Sections of the Crime Laboratory, one for each of the labs (Jefferson City, Springfield, Carthage, and Cape Girardeau). The FSIS equipment includes features that are not available from others in the market. Unique features include, but are not limited to, the ability to view and capture in full color, 3D, textured, and round surfaces in 4K resolution, capturing anywhere from 1,000 PPI for whole hand prints or footprints up to 2,500 ppi for macro and close up images and fingerprints. Additionally, the FSIS’ hydraulic arm mount allows for hands free image capture using a foot pedal for photographing evidence of latent prints, and capture an image in the entire light spectrum. Arrowhead Scientific, Inc. is the developer and proprietary owner of the Full Spectrum Imaging System. As a result, this represents a proprietary requirement that meets the criteria as a single feasible source under RSMo 34.044 and the State is pursuing this acquisition as a Single Feasible Source.
