Specifications include, but are not limited to: 2.3.1 For each lead provided to the contractor via daily or weekly file transfer, as determined by the state agency, from the state agency’s data processing vendor, the contractor’s system shall automatically print a mailing label for use in mailing the Missouri fulfillment packet to the inquirer. Sample annual quantities (from 2018) are provided in Attachment 1. The state agency can provide the contractor with labels upon which to print the requester’s mailing address. However, printing these in production line as leads are provided is also certainly acceptable. 2.3.2 Mail Preparation – For consumers requesting the standard Missouri Division of Tourism Fulfillment Packet, the contractor shall affix the preprinted mailing address label to the individually pre-packaged polybagged standard Missouri Division of Tourism Fulfillment Packet and prepare the packet in final form for mailing as required herein. For other requests that require specialized marketing materials such as niche market brochures, the contractor shall prepare the mailing packet requested, affix the mailing label, and prepare the packet in final form for mailing as required herein. a. The contractor must complete the mail preparation for each packet on the same day that the label prints, or within a timeframe mutually agreed upon. b. Packets should be mailed within a week of receipt of addresses by the contractor. c. The state agency estimates, but in no way guarantees, that approximately 95% of all fulfillment packet requests require use of the pre-packaged individually poly-bagged packet of information about Missouri. The remaining packets may require additional fulfillment materials be gathered and inserted into a state agency provided envelope to fulfill the inquirer’s request. 2.3.3 The contractor shall study and be continually knowledgeable of all mailing standards and regulations affecting mail preparation and mailing codes of the state agency’s mailing requests. At any time those United States and international mailing codes change in a way that affects the state agency’s mailing requests, the contractor shall notify the state agency immediately.
