Specifications include, but are not limited to: 1. This contract is available to all City departments requiring asbestos services provided under this contract. 2. The contract provides asbestos abatement services on an as needed basis at the City’s discretion. 3. Contractors may not submit a proposal for abatement under this Contract at any location if Contractor has performed professional service activities at the same location related to inspection, testing or hazardous waste assessment. 4. The contract is for use on planned projects as well as when unforeseen situations arise which require expeditious service. 5. The City may prequalify multiple firms to provide asbestos services to the City, when needed by the City. 6. When service is needed for an individual project, the City will solicit one, some or all of the prequalified firms to submit cost estimates/proposals to the City. a. City’s request for proposal will include requirements for each location. (1) City will advise if the work requires Prevailing Wage. (2) If the work requires Prevailing Wage and the price of the work exceeds $50,000, a Payment Bond will be required before the Purchase Order can be approved. b. The City may notify Contractors by phone, email or fax. c. The Contractor or Contractors shall submit, at no cost to the City, a binding project specification/cost estimate to the departmental project manager within seven (7) days of notification; unless an alternate time is specified by the project manager. d. Contractorshall submit the specification/cost estimate based upon Attachment B – Cost Proposal. e. The City will determine the best Contractor and the City may negotiate anything and everything with any of the Contractors or accept the proposals as submitted. f. Contractor shall not begin work until the City issues a Purchase Order to Contractor and the City has given Contractor a Work Authorization. g. In the event that a project has been determined by the project manager to be a prevailing wage project, the Contractors shall submit cost estimate/proposals to the City based upon the current prevailing wage order. h. Submission by a Firm of a binding project specification/cost estimate does not guarantee the Firm will receive any work from the City
