Specifications include, but are not limited to: 1.The appraiser(s) must be a licensed General Certified Real Estate Appraiser in the State of Missouri. 2.The effective date of value for the appraisal performed under this proposal is January 1, 2017. 3.The appraisal performed under this proposal must adhere, conform and comply with the Uniform Standards of Professional Appraisal Practice and must include all applicable approaches to value. 4.The appraiser(s) will physically inspect the subject property. 5.The contractor shall provide all labor, equipment, and materials necessary to perform the defined duties and cover all expenses incurred. 6.The appraiser must be willing to testify in administrative or court proceedings held in the State of Missouri concerning the appraisal results. 7.The appraisal must include a thorough Highest and Best Use analysis that contemplates all possible uses of the property. 8.The appraisal report must include a parking analysis for the subject property. The only parking included on the parcel is approximately 80 spaces of underground parking in the building. The parking situation and any impact on value must be fully analyzed and explained in the report. The City of St. Louis Assessor’s office maybe able to assist with parking research.
