Specifications include, but are not limited to: The contractor shall provide an actuarial and economic analysis that demonstrates the feasibility of recommendations of the Health Insurance Innovation Task Force (hereinafter referred to as Task Force) for an application to submit a Section 1332 State Relief and Empowerment Waiver (hereinafter referred to as 1332 Waiver) for the Department of Insurance and Commerce (hereinafter referred to as the state agency) in accordance with the provisions and requirements stated herein and to the sole satisfaction of the state agency. After authorization by the state agency to proceed with the services, the contractor shall immediately start participating in the Task Force meetings either by telephone or in-person as mutually agreed upon by the contractor and state agency. The contractor shall perform an actuarial and economic analysis that demonstrates the Task Force recommendations meet the current 1332 Waiver Guardrail Requirements for comparable coverable, affordability, and comprehensiveness, in accordance with 31 CFR part 33 and 45 CFR part 155 subpart N as published on 2/27/2012 and with additional guidance published in December 2015 and October 2018. The contractor’s actuarial and economic analysis must specify annual and cumulative targets for a five (5) year projection with respect to each of the current guardrails. Unless otherwise specified herein, the contractor shall furnish all material, labor, facilities, equipment, and supplies necessary to perform the services required herein.
