• Evaluate the existing plan, providing feedback on suggested changes and recommending a scope of work for updates or a complete rewrite. Approval of this scope is required before commencement. • Conduct an analysis of existing conditions, examining the community's socio-economic characteristics, current land use, and transportation infrastructure. • Conduct a visioning session with the Mayor, Board of Aldermen, and Planning & Zoning Commission to discuss agreed-upon challenges. • Define the strategy for community engagement, ensuring public input throughout the planning process. • Provide regular updates to the Board of Aldermen and Planning & Zoning Commission. • Identify potential redevelopment opportunities within the Manchester Road commercial corridor and develop preferred plans for redevelopment or repurposing. • Present the draft comprehensive plan to a joint meeting of the Planning & Zoning Commission and Board of Aldermen for feedback prior to finalization by the Comprehensive Planning Committee. • Present the finalized draft at a public hearing before the Planning & Zoning Commission. • Review the existing zoning code in context with the new comprehensive plan and recommend updates, reorganization, and rewriting.
