Specifications include, but are not limited to: In accordance with Minnesota Statutes, section 13.46, State seeks qualified providers to provide gambling assessment, non-residential treatment, and recovery services to Minnesota residents who have problem gambling or a gambling disorder including counseling to families and significant others. Financial assistance is available to Minnesota residents who have no other sources of payment for the services provided. 1) The successful responders will designate a State-approved problem gambling treatment provider and agree to provide treatment services for Minnesota residents who have problem gambling or gambling disorder. Counseling services to family members and significant others negatively affected by the individual who has problem gambling or a gambling disorder shall be provided. The successful responder must comply with the following rules, terms, and conditions in the delivery of problem gambling treatment services: • Provide problem gambling disorder assessment services as deemed appropriate. • Provide individual counseling, group counseling, family counseling and recovery support services as deemed appropriate. Approved non-residential treatment providers shall make referrals to residential treatment, if the client needs more intensive services. • To be reimbursed by the State, all counseling/treatment must be delivered in the counselor’s professional office or in another professional office setting. The State does not endorse treatment at the client’s home. • Counseling and treatment that result from this RFP must incorporate CBT, Motivational Interviewing, and related techniques. • Other treatment modalities are allowed if the practicing clinician is certified or licensed in that technique, the technique is within the clinical scope of the practice, and the provider cites research that shows that technique to be helpful in addressing problem gambling disorders. • Approved non-residential treatment providers shall utilize culturally appropriate and responsive strategies whenever indicated. If a provider has difficulty serving an individual due to the staff’s lack of knowledge regarding the client’s cultural needs, the provider shall seek technical assistance from DHS Problem Gambling Program staff to identify culturally appropriate services. • Concurrent referrals to support groups shall be made by providers. • Approved non-residential treatment providers acknowledge that DHS reimburses for in-person treatment only. • Approved non-residential treatment providers may provide up to twelve billable hours of counseling and referral services for family members or significant others of an individual with gambling problems. • Approved non-residential treatment providers may provide up to ninety (90) days of recovery supports services for persons who have completed gambling disorder treatment. • Approved non-residential treatment providers will utilize the DHS Problem Gambling Services Authorization and Reporting System and comply with HIPPA rules and regulations.
