Specifications include, but are not limited to: Up to three Vendors to provide mowing and vegetation maintenance services for the Minnesota Pollution Control Agency (MPCA) at closed landfills throughout the State, on an as needed basis. 1.1 Regions: For the purpose of this solicitation, the project is specified into three regions. The regions are: Metro, North, and South. All services will be provided on an as needed basis. The MPCA does not guarantee that all landfills will be mowed. However, typically the North Region is mowed once per calendar year while the south and metro sites are mowed twice per calendar year. This frequency is at the sole discretion of the MPCA. The MPCA will have an assigned Field Representative that the Contract Vendor will work with to coordinate the mowing and trimming services required for each site and an approximate date the work shall be started. The Contract Vendor shall be notified by MPCA a minimum of twenty-one (21) calendar days prior to the work needing to be started. The Contract Vendor must submit their schedule, by region, for written approval to the MPCA Field Representative. These services must be performed Monday through Friday and within the hours of 7:00 a.m. to 7:00 p.m. Weekends and State holidays are excluded from the daily activities, unless specifically requested by the Contract Vendor and approved by the State. The mowing season for this Contract is between May 1 and September 15, weather permitting. The first mowing must occur prior to June 30. Any changes to the schedule must be mutually agreed upon by the State and the Contract Vendor. The Contract Vendor are not to sleep overnight on the landfill property or roads entering and exiting the site. Responder may submit an offer for one, two, or all three regions. To be considered, a Responder must complete the price schedule for the region the Responder is proposing. For example, if a Responder is submitting a proposal for both the Metro and North region, the price schedule for each region must be filled in for consideration. Submit only one workbook for the price schedule. 1.2 The Landfills: The landfills are either active or passive remediation sites. Active sites may include mechanical gas extraction and flare; utilization of the gas as an energy source; leachate/condensate collection and treatment; and ground water pump and treat and/or gradient control systems. Passive remediation sites have no mechanical or power consuming remediation equipment on it. Not all landfills will have vents on the waste footprint, and the number of vents per landfill will vary. A site may house a solar array that will be secured within a fenced area. Currently there are 26 active remediation sites. Maps showing the location of the Landfill, the Landfill footprint and buffer areas, monitoring points, trails, remediation equipment, and associated site features will also be provided to the Contract Vendor. 1.3 Mowing: Mowing at each of the Landfill locations includes, but is not limited to: mowing landfill footprint, roads, buffer areas and access trails or other areas directed by MPCA field representative. Weed whipping around monitoring wells, gas vents, gas extraction wells, gas probes, clean outs, valve riser, electrical/control panels, sign posts identifying/marking areas, all site gates, manholes, vault structures, underground storage tank (UST) risers, equipment and/or buildings, associated drainage structures (which includes, inlet/outlet structures, rip rap channels, toe drains), or where directed by the MPCA Field Representative. All weed whipping and mowing activities are to be included in the site pricing charge.
