Specifications include, but are not limited to: A. Disposal of borrow material. The material being disposed of is “unregulated fill” meeting the MPCA guidelines for unregulated fill and such material shall be, void of trash, large asphalt or rubble concrete (12.0 inches) debris, trees or stumps. There is no guarantee of consistency or gradation. Material will be disposed of “as is”. In general, the soils that can be expected are less than desirable common borrow, consisting of low quality silt/sands, silty clays, muck, wet clays and marl. The general use of this material is attached to this bid package from the Minnesota Pollution Control Agency for unregulated fill. There will be no additional documentation provided other that what is required on the MPCA guidelines. A copy of those guidelines are included with this bidding document. B. Hauling of asphalt profiling’s, (this will be either street millings and/or street millings mixed with up to 60% dirt). C. Hauling of rubble asphalt or concrete off city projects for final disposal. D. Pavement removed from City of Minneapolis streets which will require final disposal. E. Load, haul and disposal of contaminated soil in a MPCA certified landfill as industrial waste. The City of Minneapolis will provide analytical data on the actual properties of the soil. The Contractor will provide following items: a. Waste profile and all costs associated with this, including any landfill permits and expenses. b. Appropriate number of manifests, each manifest will have a serial number in consecutive and increasing sequence on each manifest. c. Original fully signed manifest, with weight ticket attached in the same increasing sequence numbers, in a bound in a Wilson Jones three ring binder, D ring style, and single touch locking device. d. Payment will be based on the submittal of weight tickets of the from the disposal facility. F. Haul and disposal of snow, during the winter season the City of Minneapolis has a need for the Contractor to haul and dispose of snow off city streets. The snow will be: a. Loaded by City equipment and disposed of by the contractor. b. Loaded by the Contractor’s equipment and disposed of by the contractor. During this operation the contractor will be responsible for their own traffic 2 control. c. Location of the Contactor’s snow disposal site shall be provided on the bid response. The Contractors truck boxes will be clean and free of any debris or snow before they are filled. The payment for this work will be made at the contractors’ bid price, at hourly rate. Two individual unit prices will be used, either work which is done during the normal working day, Monday through Friday from 7.00 a.m. to 5.00 p.m., or nonstandard times, which are outside of these normal working day times and days. The city will have the option to require the contractor to provide straight trucks (tandem, triaxle or quad axle trucks). No tractor trailers will be allowed.
