Specifications include, but are not limited to: he Minnesota Housing Finance Agency (Minnesota Housing) requests proposals to: (1) evaluate the management and performance of permanent supportive housing properties and units that the Agency has financed, and (2) investigate best/promising practices, which will be used to refine the design and requirements of Minnesota Housing’s supportive housing program, Minnesota Housing’s Consolidated RFP to ensure that it is selecting and funding the best and most appropriate supportive housing developments, and Processes and practices for monitoring supportive housing properties, including tenant outcomes. The goal of the evaluation is to provide Minnesota Housing with a more detailed understanding of the current state of the permanent supportive housing properties that it has funded and how the Agency’s practices and portfolio of properties compare with those in other states and the industry’s best/promising practices.
