Specifications include, but are not limited to: MnDOT is seeking a qualified, experienced responder to assist in the production of the first 20-Year Strategic Asset Management Plan. MnDOT’s Building Services Section (BSS) Planning, Programming and Asset Management Unit has existed for just three years. BSS Planning has spearheaded the establishment of a four year program of projects, the Facilities Improvement Program, which is updated annually. BSS also has a ten-year plan that incorporates the program plus six years of planned projects. A data driven process incorporating facility condition and operational deficiency assessment scores as well as district prioritization has been used. However, some of the measures have been questioned and there has not been a larger vision extending to 20 years or more to address the maintenance, deferred maintenance, alterations and capital improvements that improve upon the assets managed by the agency.
