Specifications include, but are not limited to: The purpose of this RFP is to expand access to and improve the quality of children’s mental health and substance use disorder (SUD) services by providing school-based and school-linked behavioral health (SLBH) services via partnerships between public schools and programs (i.e., elementary school, secondary schools, public charter schools, Bureau of Indian Education (BIE) tribal schools, tribal-contract schools, alternative schools/programs, special education programs, Area Learning Centers/Programs (ALC/ALP), service cooperatives, Early Head Start, Head Start, School Readiness programs, and Early Childhood programs) and Minnesota Health Care Program (MHCP)-enrolled provider agencies, or Tribal Authorities. Project funds may not be used to provide services to children in child care or day care centers licensed through the Department of Human Services that are not recognized as public schools or programs by the Minnesota Department of Education (MDE). These grant dollars are intended to continue to develop and to sustain the statewide infrastructure necessary to ensure that children with behavioral health conditions, regardless of their insurance status, receive high-quality, evidence-based behavioral health services from skilled behavioral health professionals and practitioners. Funded services must be linguistically appropriate and culturally sensitive (e.g., services respect and acknowledge differences in beliefs, attitudes and traditions related to the care and raising of children; remaining open to different points of view and approaching families with respect for their cultural values; and family-centered, developmentally appropriate, and community-based).
