Specifications include, but are not limited to: 1. Organizational Future State Visioning leveraging the completed September 27, 2017 MVFA Governance Lab; Including policies on mission/purpose, accountability, incentives, and culture. o Guide MVFA board of directors through a visioning to identify the desired future state of veterans’ long term care services in Michigan including a 5-10 year collective vision statement o Develop options for organizational structure and an operational model for the MVFA including but not limited to: Full privatization, partial (functional) privatization, full State of Michigan operations using State Civil Service Workers, private corporation with mixed contract & direct employment, and other business models developed by the MVFA Board through the process such as public private partnerships. o Develop standardized evaluation criteria for the options listed above to delineate prioritization via strategic, financial, patient care, and tactical value, among other measures, provided by each. o Develop and provide a comprehensive assessment of legal considerations for each option above. o Develop and provide a comprehensive assessment of legislative implications and State of Michigan pros and cons that would/will need to be addressed. o Provide a high level cost analysis of each of the operating models identified by step B above.
