Specifications include, but are not limited to: In general, the Contractor will assist the OEAA in developing high quality assessment items for its various K-12 assessment programs. These assessment items must be developed through stringent development, review, and control processes to sustain the quality, integrity, and usefulness of the state assessments. This section addresses information related to Item Development and Training of this Contract. OEAA is looking for teams supported by subject matter experts in the content areas of English language arts, mathematics, science, and social studies, as well as experts specifically knowledgeable about assessment of students with the most significant cognitive disabilities. The experts must be knowledgeable and experienced in what students should know in each of the content areas and at each grade level of the current Michigan State Content Standards with varying levels of disabilities, as well as English language proficiency for those that use English as a second language. These teams will be involved with the development, review, and revision of assessment items using the OEAA’s systems. A complete list of programs, content areas, and grade levels is provided in Table II-1 in the previous section. The primary tool for most of the work and deliverables related to this Contract is the State of Michigan’s proprietary Item Banking System (IBS). The system has a multi-tier security structure that will restrict end-users to the areas they have been given authorization. There are two general types of deliverables for this Contract. The first one is development, quality assurance, and revision of assessment items and contexts (development). The other area is stakeholder review and recommendations for disposition of items and contexts (review). Further details have been segregated into their respective subsections for each of these areas. Field review activities are included in the scope of work and are completed on an as needed basis based on the development of a particular program. The Contractor will ensure that it’s staff will be trained on the Michigan K-12 content expectations and alternate content expectations that serve as the foundation for each assessment program.
