Specifications include, but are not limited to: It is the State of Michigan’s intent, based on evaluation of proposals received, to enter into a contract with one of the three short listed firms to complete this Investment Grade Energy Audit. After review and acceptance of this audit and after the arrangement of third-party financing, the selected company will be authorized to proceed with design and construction services to complete a St. Louis Correctional Facility Energy Performance Project Audit with Guaranteed Energy Savings. Assuming the Investment Grade Energy Audit will be accepted, and the selected company will be authorized to proceed with design and construction services, the Investment Grade Energy Audit being provided under this proposal will be performed at no cost to the State of Michigan. If, after Investment Grade Energy Audit submittal, DTMB and DOC decide not to proceed with design and construction, the selected company will be reimbursed for the cost of the audit as provided by this proposal and the contract agreement will be terminated. The buildings within the St. Louis Correctional Facility that will be the focus of this study. The selected Energy Services Company will investigate, identify and propose facility improvements to reduce energy costs at all buildings. The investment grade energy audit will document and recommend achievable energy saving measures that will provide an averaged / accumulative 15-year period without increased utility costs to the facility. The Investment Grade Energy Audit will include detailed descriptions of recommended improvements, estimated improvement costs, operations, maintenance, and utility cost savings projected to result from recommended improvements.
