Specifications include, but are not limited to: 1. Needs Assessment – The study would clearly detail the needs and expectations of first responders and 911 staff for an emergency areas where coverage gaps exist for both radio systems. This information can be identified by comparing the current system’s capabilities and deficiencies to the expectations of the current system’s stakeholders. 2. Propagation Study – A radio propagation analysis should be performed for both the current Antrim County Simulcast VHF system and the digital MPSCS system in Antrim County. The study should identify areas where coverage gaps exist for both radio systems. Further, the study should generate maps to illustrate the systems’ coverage strengths and coverage gaps. 3. Report – The radio engineer selected to conduct this study shall issue a written report to the Antrim County 911 Board detailing its findings (including coverage maps). This report must clarify the differences and similarities of the two radio systems. The report must also include a cost comparison over a ten (10) year period between the two radio systems.
