GRAY WATER REMOVAL FOR EXERCISE NORTHERN STRIKE 25
The Michigan Army National Guard, Lansing, Michigan, is procuring Grey Water Removal services for Exercise Northern Strike 25 (on-site) located in and around Camp Grayling, MI (CGJMTC) and Grayling Airforce Base (GAF), Michigan. Please read carefully and note the following due dates:

FAR 52-212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021)
(a)The Government will award a contract resulting from this solicitation to the offer responsible, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) award will be made to the small business concern that provides an acceptable technical approach at a price that is found to be fair and reasonable.
(b)Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(End of provision)
(I)This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes/proposals are being requested and a written solicitation will not be issued.
(II)Solicitation W912JB-25-Q-0080 is issued as a Request for Quote (RFQ).
(III)Quotes valid through 31 August 2025 are requested.
(IV)This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2025-04.
(V)This requirement is being issued as a 100% small business set aside. The associated NAICS code for this acquisition is 562998. Small business size standard is $16.5M.
(VI)The Contractor shall provide professional services, supervision, equipment, vehicles, labor,tools, quality control, storage, transportation, and furnish all supplies and materials, not provided bythe Government, required for the supply and removal of Graywater from various training sites to awater treatment plant in accordance with the Description of Service (DOS) and any attacheddocuments.Quotes shall be submitted with pricing according to each Contract Line Item Number (CLIN) listed in the Pricing Worksheet which corresponds to the DOS. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
A fillable Pricing Worksheet is provided with the Description of Services with the Unit Name and number of Gallons Required to be removed, itemized by CLIN #.
(VII)The intended contract vehicle will be a Firm-Fixed Price Contract. Period of Performance is anticipated to be 03 Aug 2025 to 13 Aug 2025.(VIII)Interested parties must be registered in the System for Award Management (SAM). Information on SAM registration can be obtained at https://www.sam.gov/. Please contact SAM Customer Service (GSA Federal Service Desk) at (866) 606-8220 regarding questions/problems regarding SAM registration.(IX)The provision FAR 52.212-1, Instructions to Offerors, Commercial in its latest edition applies to this solicitation.(X)Quotes will be technically evaluated for conformance with the requirements of this solicitation, the DOS and contractor documentation submitted. The government intends to award a contract to the lowest priced technically acceptable quote without discussions. (XII)The clause FAR 52.212-4, Contract Terms and Conditions – Commercial Items in its latestedition applies to this solicitation.
(XIII)SITE VISIT: Not Applicable.
(XIV)All information relating to this solicitation, including, changes/amendments, questions andanswers, will be posted on the following website: sam.gov. Formal communications such as requestfor clarifications and/or information concerning this solicitation must be submitted in writing viaemail to kelli.m.kelley3.civ@army.mil. All answers (on a non-attribution basis) will be posted onthe sam.gov site. They will be contained in a document titled “Questions and Answers”. Offerorsare requested to submit questions to the email address noted below not later than 14 July 2025, 1:00PM EST. Terms of the solicitation and specifications remain unchanged unless the solicitation isamended in writing. If an amendment is issued, normal procedures relating to the acknowledgementand receipt of solicitation shall apply.
Award can only be made to contractors registered in System for Award Management (sam.gov). Contractors shall be registered in SAM at the time they provide their quote.
Quotations (to include Submittal Requirements mentioned above and within FAR provision 52.212- 2 (above) are due 18 July 2025, 1:00 PM EST to the attention of Kelli Kelley at kelli.m.kelley3.civ@army.mil. It is the best interest of the offeror to ensure the quote submitted is received by the Michigan Army National Guard Contracting Office no later than the date and time specified or it may be considered non-responsive.
