Specifications include, but are not limited to: The purpose of the ordinance is to provide building energy performance data to the real estate marketplace and collect data for planning by the City and others. The main tasks of the project that are expected of the selected contractor: • Provision of help desk services to property owners to assist them in complying with BEUDO, including but not limited to responding to email and telephone inquiries about the use of Energy Star Portfolio Manager, obtaining data, and applicability of the ordinance. The help desk personnel must be trained in both the use of Portfolio Manager and customer service procedures, and be familiar with Eversource’s Energy Reporting & Disclosure Portal. The consultant will track help desk activity and share the information with City staff. • Developing fact sheets for users to assist them in complying with the ordinance. • Generation of evaluation reports following the 2019 and 2020 reporting deadline on the technical assistance provided to property owners with recommendations for improvements. • Preparing the covered property list for the 2020 and 2021 reporting periods, which are used to generate notification letters and emails to property owners and their agents. • Enhancing the covered property list with secondary and tertiary contact information. • Tracking compliance with the ordinance and assisting City staff with follow up communications to drive compliance. • Managing data through a cloud-based relational database platform and perform tasks including data cleansing and working with staff to improve data quality. • Analyzing the data collected in 2019 and 2020 with statistical methods to understand trends in energy and water use and building performance. Draft a report based on the analysis. • Supporting the City’s stakeholder discussions, focusing on options to provide contextual information along with the energy and water data; visualization of the data; and other topics as needed.
