Specifications include, but are not limited to: The Massachusetts Commission for the Blind (MCB) is seeking to engage a consultant to better ascertain the data dynamics of people with blindness throughout the Commonwealth. This innovative program will allow MCB to enhance its development and targeting of future programming. The consultant will assist in developing a survey and methodology for collecting data and leveraging existing data. The consultant will assist with the research of potential questions for inclusion in an MCB survey, which would be about 18-24 questions. Along with the deliverable of the survey questions, consultant should provide a report with justification for the questions selected and references/bibliography of the sources. The consultant should also research potential methodologies for conducting this survey and make recommendations as to various options. This report should also include citations for sources that led to these recommendations. The report should provide/include a high level executive summary. MCB’s timeline is to have both reports by late winter to early spring so it can assess the recommended methodologies and proceed with the surveying of MCB consumers.
