Specifications include, but are not limited to: The Department created three new Adult Waiver Programs. The Waivers offer an array of new services, many of which can be delivered by new agency providers, current service providers, or may also be participant-directed. In order for individuals to receive a particular service, they must have an assessed need for the service. Some of the services have specific service limits, which consist of limits on frequency, duration, or amount of funding to be spent. Services that may be participant-directed will use either the Department’s contracted Fiscal Management Service (FMS),or the Agency With Choice model (which is being reposted in March 2016 to coincide with posting of this amended RFR). Individuals may choose which provider they want to deliver the service and, depending on the service, may also choose the service delivery method. Each of the new Waivers offers individuals the option of self-directing some or all of their services through a variety of means. Waiver participants may elect to have an agency provider deliver the services, or they may elect some form of self-direction with respect to budgetary and/or employer authority. For those individuals who want both employer and budgetary authority, the vehicle to accomplish this is the use of a Fiscal Management Service. For individuals who want some level of control but who desire assistance with certain employment-related duties and responsibilities, the Department has designed the “Agency With Choice” model, a model that reflects a “co-employment” approach to managing self-direction arrangements. As noted above, this model is subject to a separate procurement which is being issued in conjunction with this amended RFR. All services contained in this procurement will be offered statewide and providers may select the geographical area for which they wish to be qualified to deliver services. Providers may also limit their availability according to current capacity. All of the qualification-based services contained in this RFR will be paid using rates that will be determined either by the Executive Office of Health and Human Services or through MassHealth/Medicaid.
