Specifications include, but are not limited to: Financial Analysis Real Estate Market Analysis: This includes analysis to determine market-supported uses for re-positioning, re-purposing, or redeveloping within a certain district. It also includes the ability to determine associated rents or sale prices for a variety of uses. Consultant should be able to assess broad market conditions and how those will translate into a particular district or area. Consultants should also be able to recommend strategies to make specific project concepts more competitive within particular markets and should be proficient with pro forma development and analysis. Arts & Culture Feasibility: This includes feasibility and market studies specifically for cultural uses (theatre, artist studios, galleries, performance space, public art). Consultants should have strong familiarity with the cultural market and opportunities in Massachusetts. Consultants should be able to make recommendations as to what is both financially and architecturally feasible within specific spaces. Other Specialized Services Active Uses Implementation Strategy: This includes the ability to develop both short and long-term market-specific small business and commercial revitalization strategies focused on retail, storefront, and public space. Strategies should support existing local businesses in place, expand opportunities for local entrepreneurs, identify new uses and recruiting tactics for storefronts, and help support related development activity. Consultants should be able to recommend place-making and programming in addition to a timed implementation strategy. Economic Development Capacity Building: Consulting services include reviewing and reporting on best practices, consulting with existing staff/agencies, and providing suggestions for alternatives to expand the capacity of economic development activities. Additionally, consultants should be able to develop program and curriculum for leadership development of buyer staff. Collaborative Workspace/Multi-Tenant Spaces/Maker Space Support: This includes advisory services for development, operations, and management of collaborative workspace, multi-tenant spaces, or maker space projects. Services should include one-on-one support as well as the development of back-end systems that could be used by existing and developing facilities. Community Outreach and Engagement: Consultants should have experience designing and implementing innovative techniques for engaging hard-to-reach populations. Experience facilitating engaging meetings at a variety of scales (public, advisory group, city council, planning board, etc.) is essential.
