Specifications include, but are not limited to: This RFR will fund the MassCARE Consumer Program, which has two areas of focus: a Youth Support Program and consumer events and activities. The Youth Support Program will deliver support for MassCARE enrolled youth and young adults (ages 13-29) located at MassCARE community sites throughout the state. The Consumer Program will offer opportunities for consumer education, training, and support through a series of events and activities, including an annual Health and Fitness Fair for women with HIV and their affected family members as well as events and activities for youth/young adults living with HIV, which may include statewide events and retreats. The MassCARE Consumer Program is expected to provide programming/activities to educate and support consumers so they are able to demonstrate an increase in: • Self-expression (involvement in leadership and advocacy activities, and ability to disclose status) • Life skills, health care and health care transition knowledge, and ability to self-manage • Engagement in planning, implementation and evaluation of the program’s services and activities Specific goals for the Youth Support Program are: • Engage youth/young adults living with HIV in supports offered by MassCARE • Support youth in building community and social relationships • Assist youth by helping them identify and reach goals which develop life skills (social, academic, professional, etc.) • Identify resources for youth to accomplish their identified goals including mentorship opportunities • Support and enhance services offered at MassCARE community sites Outcome measures will be developed to track success in each area. Youth Development Approach: The key principles of the youth development approach to programming are: • Provide opportunities for meaningful involvement • Focus on asset-building and resiliency • Understand that youth are resources • Help them develop into healthy adults • Focus on the surrounding factors (external, environmental, etc.) not just the individual • Focus on what youth are doing right and emphasizes their strengths, abilities and potential • Understand that youth are integral members of society and agents of change
