Specifications include, but are not limited to: The MSRB is seeking bids from qualified vendors to provide an organizational assessment. The selected firm(s) / individual(s) is expected to make recommendations and provide implementation strategies related to its findings. The selected firm(s) / individual(s) is expected to make recommendations that will enhance organizational operations for current and future needs; and provide implementation strategies related to its findings. The engagement includes a review of current MSRB operations covering member services provided, benefit processes in place, information technology systems used, and staffing levels. An implementation plan should include how the current and future organization, operations, and employees may be affected based on any recommendations. Goal of Engagement: 1. Organizational assessment of the MSRB, its current operational functions, organizational structure, business processes and levels of staffing. Specifically: a. A detailed analysis of the MSRB’s organizational structure and functions including identifying the business’ strengths, weaknesses, limiting factors, opportunities and risks (SWOT analysis); and b. Review MSRB’s service delivery model, including review of industry best practices and evaluating existing services, operational functions and workflow processes. 2. Strategic plan identifying MSRB operational and business priorities for the next one, three, and five years. Specifically: a. Validate MSRB’s vision and key goals; and b. Identify strategic goals and develop a comprehensive strategic plan, which encompasses suggested one, three, and five-year goals, objectives, strategies, and milestones. 3. Proposed resource plan reflecting recommended resource levels to meet priorities. Specifically: a. Evaluate all employee and contract positions to determine appropriateness of tasks and workload; b. Assess any work being contracted out and the MSRB’s ability to perform the work internally or through other resources; c. Assess current staffing levels and determine appropriate levels to achieve department and organizational goals and objectives; d. Evaluate operations to determine if MSRB manager-to-staff ratio is appropriate; and e. Identify risks of institutional knowledge that will be lost due to attrition and recommendations for succession planning. 4. Provide a summary of findings and recommendations to MSRB leadership and present findings to the MSRB Board of Trustees.
