Specifications include, but are not limited to: Consultant shall research and prepare a report on how to conduct the long survey, including determination on which questions from the array to use and how to best reach out to existing consumers with the long survey, whether by phone, mail, in person, email or other methods or a combination of methods. The report should also explain how to identify a representative sample. It should assume that this work will take place between 8:45am and 5pm Monday through Friday, unless there is data that shows another time is generally better and would result in greater success and more reliable data. It should also provide guidance on the time period that this information gathering should take and the frequency with which this process should be repeated in order to capture any changing trends etc. within the population. Consultant should implement the survey as agreed upon by MCB and if any MCB staff should be assisting, consultant shall provide guidance to them. Consultant should analyze the data and prepare a final report on the findings. Consultant shall attend required meetings with MCB. It is anticipated that there will be at least two required in-person meetings. Consultant should assume that no equipment or space will be provided by MCB in the cost proposal. It is anticipated that the consultant will come into contact with personally identifiable information during the surveying, so it will enter into an agreement with MCB regarding the confidentiality of this information etc. Therefore, the proposal narrative will need to include a description of your information security practices.
