Specifications include, but are not limited to: 1. Project Management. The consultant team will provide a project management approach that includes regular project management meetings with MassDOT/MBTA and the working group, development and maintenance of a project schedule, and cost monitoring and reporting, and submission of monthly progress report and invoices. 2. Data collection and synthesis. In this phase, the consultant team will collect necessary data (including data referenced below in section F), collate existing data, and synthesize into a coherent set of workbooks or tools for future phases of work. This phase might be viewed as the “assumption development” phase of the study. The consultant will provide data workbooks, technical guidance documents, source and associated metadata in specified formats as deliverables. 3. Scenario planning and model development. In this phase, the consultant team will take the data synthesized in the first phase and develop three scenarios to model automobile and bicycle parking demand at individual MBTA stations. At a minimum, the model should result in the following: a. Scenario Planning i. Scenarios will be determined by the working group, based upon the data collected and synthesized above, and the consultant’s clearly documented assumptions. ii. It is anticipated that one scenario will serve as the base case, with two others to be defined by changing assumptions. iii. These scenarios will feed into the demand models below. b. Model Development i. Automobile Parking a. Anticipated demand by year, over the next 10-20 years, by facility b. Gap identification: where demand outstrips supply, note each facility and provide a recommended mitigation plan based on site characteristics, nearby available real estate, and other relevant considerations c. Surplus identification: where supply outstrips demand, provide recommendations for highest and best uses of each facility ii. Bicycle Parking a. Anticipated demand (5 and 10 year outlook) b. Gap identification: Where demand outstrips supply, note each facility and provide a recommended mitigation plan based on site characteristics, nearby real estate, and other relevant considerations including the outcomes of the Statewide Bicycle Plan
