Specifications include, but are not limited to: The purpose of the Lynn Transit Action Plan is to identify transit improvements, including service and operational changes, capital investments, and other tactics, to address challenges transit riders in Lynn face and enhance transit accessibility for the City’s residents. The Plan will identify lower cost actions for immediate or near-term implementation, such as improvements related to bus service, fare policy, or pedestrian and bicycle connections to transit. It will also identify options for larger investments in the longer-term, assessing the appropriateness of pursuing major improvements to either rapid transit, commuter rail, or water transportation. The final recommendations will consist of the most effective, feasible strategies identified for short-, medium-, and long-term and will not necessarily incorporate all modes of transportation. The geographic scope encompasses the entirety of the city limits of Lynn, the Route 1A and Route 107 corridors from Wonderland Station to Salem, Goodwin Circle interchange in Lynnfield, and other portions of adjacent corridors in the North Shore with high transit usage among Lynn residents or those that are particularly relevant to Lynn. The study may also include analysis of bicycle and pedestrian infrastructure, including areas on or across Routes 1A and 107, to support improved connections to transit.[footnoteRef:3] [3: Several planning efforts focused on revitalizing the 305-acre Lynn waterfront and the Northern Strand Community Trail are incorporating analysis of bicycle and pedestrian facilities on the Lynnway (Route 1A) and Western Avenue (Route 107).
