Specifications include, but are not limited to: This RFR is designed to select a lead partner to evaluate existing special education services in schools and districts in receivership, provide recommendations based on that evaluation, and provide training, consultation, on site coaching for leadership teams, teachers, and support staff. The primary goal of these activities should be to improve outcomes for students with disabilities, related to: Creating safe learning environments to support student outcomes; Increasing instructional rigor by promoting standards-aligned and evidenced-based instructional methodology; Stabilizing disruptive behavior; Strengthening the planning, implementation and sustainability of school improvement and turnaround efforts particularly as it relates to special education systems; Staff training; Individualized Education Program (IEP) development; Special education service delivery; Specially designed instruction; Provision of the Least Restrictive Environment (LRE); and, Implementation of high-leverage practices for students with disabilities, particularly as those described here: https://highleveragepractices.org/.
