Specifications include, but are not limited to: The selected consultant will review the level of benefits, plan and benefit designs, rate appropriateness, GIC operational structure, and claims experience in order to provide the context for considering any possible changes to the program. The selected consultant will work with the GIC staff to finalize a set of review criteria for evaluating and selecting the next life and LTD insurance carrier(s). The criteria will incorporate the consultant’s view of the current plans’ benefits, operational structures, specific GIC requirements, and potential benefit changes (enhancements or modifications) to keep the plan attractive and affordable. Develop standardized rates and retention bid forms, as well as data exhibits using the present carrier’s claims experience, enrollment data and premium paid for inclusion in the RFR. Assist with drafting the RFR. The selected consultant will play a major role in the drafting of the RFR for the life and LTD carrier procurement. This includes developing appropriate bid forms and data exhibits using the present carrier’s claims experience, enrollment, and rate history for inclusion in the RFR. Identify and notify major insurance carriers of the impending RFR. The selected consultant will work with the GIC staff to develop criteria for evaluating and selecting the life and LTD carrier(s). The criteria will incorporate the GIC staff’s and the consultant’s view of the current plan design, benefits, operational structure, specific GIC requirements, and potential benefit enhancements or modifications to keep the plans attractive and affordable.
