Specifications include, but are not limited to: 2.1 Contractor(s) bidding on the contract(s) must present evidence of owning and operating school buses and providing school bus transportation in the United States for a similar size or larger fleet of vehicles for at least three (3) years. 2.2 The Contractor shall maintain an office and terminal in the geographical area of Northborough and Southborough that shall be manned at all times while buses are in operation exclusive of field trips and/or student activity trips. Normal hours of operation are 6:00 A.M. to 4:30 P.M. while school is in session. Such office shall maintain telephone and radio service that is manned at all times when buses are in operation. Personnel manning the telephone and radio shall have the authority to dispatch spare buses, authorize repairs, etc. if needed. The Contractor shall designate by name and position a particular staff member who shall be assigned as an operations supervisor/dispatcher in the performance of this contract. He/she shall coordinate transportation arrangements under the contract and to carry out instructions submitted by the school district from time to time. This person shall be located in the local office and have the capability and ability to operate a word processor with skills in word processing, spreadsheet processing, and e-mail. The Contractor shall maintain an email account allowing the office to communicate with the school district. The Contractor shall make provisions for the operations manager/dispatcher to be available to assist the school administration and/or school Principals in the revision of bus routes and/or bus stops during the school year. 2.3 The Contractor must register all school buses in Northborough or Southborough, Massachusetts, respectively. If required, the Contractor can make a formal written request to register buses in an abutting community or within fifteen minutes of either town. A decision will be made following a review of the request by the Superintendent of Schools. 2.4 The Contractor shall be expected to make provision for such spare equipment as shall be necessary to provide for the delivery of services stipulated in this Contract. 2.5 The safety of the students and/or those authorized individuals transported under this Contract shall be paramount at any and all times in the performance of this Contract. The Contractor shall assure that drivers are properly licensed and provided any training necessary to meet existing statutes or any laws or regulations enacted during the term of the contract. .
