MEMA and EOEEA seek to contract with vendor that have significant, direct, relevant experience assisting state agencies with planning for, formulating, and implementing projects under FEMA’s Hazard Mitigation Assistance (HMA) grant programs and climate adaptation projects; including but not limited to Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation (PDM) grant program, and Flood Mitigation Assistance (FMA) grant program and experience working on/assessing climate adaptation projects, including those incorporating nature-based solutions. The vendor is responsible to provide all equipment, qualified personnel and/or sub-contractors that have substantial demonstrated experience working with State and local government applicants as part of FEMA’s Hazard Mitigation Assistance programs and FEMA Benefit Cost Analysis, including but not limited to: general administrative support for outreach, grant applications, and grant closeout, technical and feasibility review of proposed eligible projects including budget and cost estimate, timeline scope of work narratives including permitting requirements (environmental and historic preservation), engineering support, review, and guidance to applicants, and validation of impacts and benefits; and nature based solutions for flood control and reduction of vulnerability to extreme heat and other climate change impacts.
