Specifications include, but are not limited to: As DHCD’s “Authorized Delegate”, the contractor will be expected to perform all compliance monitoring procedures in a timely manner. This includes, but is not limited to the following: During each contract fiscal year, the contractor shall collect and review complete annual certifications of continuing tax credit compliance of all LIHTC projects subject to compliance monitoring in the prior calendar year (entire active portfolio). The contractor shall obtain certifications from owners of the projects subject to compliance monitoring. The contractor shall review the certifications for accuracy, completion, and compliance. The contractor shall notify the Owners regarding incomplete certifications and request the Owners to re-submit completed certifications. The contractor shall notify all project owners and DHCD of the results of the certification reviews. The contractor shall obtain the current number of vacant units and vacancy percentage for the projects subject to compliance monitoring. During each contract fiscal year, the contractor shall complete on-site records reviews of one-third of the total number of projects subject to compliance monitoring, as well as initial LIHTC project compliance monitoring (approximately 300 projects).
