Specifications include, but are not limited to:This RFI solicitation seeks responses from vendors who can offer information pertaining to ideas, high-level concepts, design issues and practical knowledge management system initiatives. This includes information regarding current and emerging technologies, approaches to processing, as well as, supporting data analysis and reporting. This RFI is being issued to conduct research to identify vendors and systems capable of providing administration, services or system solutions to MassDOT/MBTA. The objective of this RFI is to gather information from qualified parties to formulate a strategy. MassDOT/MBTA has set the following objectives for the Office of Real Estate and Asset Development for a software solution: • Ability to add/modify/create agreements/contracts such as Development Agreements, Easements, Lease, License, Purchase, Service, Sub-Agreement or Taking. • Ability to calculate monthly rents, leases and licenses for an unlimited number of accounts. • Ability to track and print customer prospects, referrals and vendors for future customer growth. • Ability to reconcile Billing Data with the Commonwealth Information Warehouse(CIW)* • Ability to produce rent, lease or license projections yearly by customer(s) or locations. • Ability to show notifications for expiring agreements. • Ability to interface with the Bureau of Labor and Statistics to access the Consumer Price Index (CPI). • Ability to quickly identify property identification such as: ownership, visualization, boundaries and cost through the GIS interface or other mapping software. • Ability to have notifications (dashboards/reports/e-mail) for variances for expiring dispositions and discrepancies between systems. • Ability to integrate CIW* and MMARS*. • Integration with MBTA WEB site/application. • Integration with document management systems. • Support of project management. • Ability to integrate the application with Active Directory for user authentication. • Availability of cloud access and storage • Ability to use configurable role-based security authorization for all the application users. • Ability of the application to control which menus, screens, and functions within screens and data are available in read only or edit capacities for that specific role given the user role and authorization • Ability for MassDOT/MBTA administrator employees to configure the system • Ability to configure audit trail to trace all changed transactions • Ability to view/report audit trail transactions • Ability for MassDOT/MBTA to host the application on MassDOT servers or MassDOT approved data centers (if externally hosted) since the application may contain PII data • Ability for communications to be encrypted • Ability for databases to be encrypted in transit and at rest
