Specifications include, but are not limited to: The City of Springfield (hereinafter “City”) is seeking proposals, in the form of bids, from qualified and experienced Prospective Consultants to provide services for the hiring of permanent Deputy Chiefs of Fire through an internal promotional process using an Assessment Center that complies with Massachusetts civil service law, M.G.L. c. 31, rules, and regulations (including judicial interpretations thereof regarding use of assessment centers), with all applicable rules, regulations, and delegation agreements between the City and the Massachusetts Human Resources Division, with all applicable labor agreements between the City and its employees, and with industry standards for proper and ethical assessment center operations such as those set forth in Standards and Ethical Considerations for Assessment Center Operations Endorsed by the International Congress Of Assessment Center Methods.
