Specifications include, but are not limited to: • The vendor shall review all relevant documentation relating to the operation of the fire department including but not limited to: o Past or current fire department studies or research o Community Comprehensive Plan documents, including current and future land use information o Local census and demographics data o Zoning maps and zoning code o Financial data, including debt information, long-range financial plans and projections o Department administrative policies and procedures o Standard Operating Guidelines (SOGs) and service delivery practices o Current service delivery objectives and targets o Facilities and apparatus inventories o Collective bargaining agreement o Mutual aid agreements o Records management data, including National Fire Incident Reporting System (NFIRS) incident data o Computer-Aided Dispatch (CAD) incident records o Local Geographic Information Systems (GIS) data, where available • The vendor will conduct interviews with and gather information form key personnel including: o Elected or appointed officials o Fire department managers and other key staff o Finance function manager o Inspectional Services key staff o Community planning staff o Human Resource function coordinator
