Specifications include, but are not limited to: Develop a plan to aggregate the electrical load of electricity customers within the municipal jurisdiction with special consideration given to two different ratepayer groups – those in the National Grid Smart Grid Pilot area and those in the rest of the city; the plan will enable the City of Worcester to provide cost stability and modest cost savings, and provide for greenhouse gas (GHG) emission reductions through either the purchase of renewable energy above and beyond what is required by the state’s Renewable Portfolio Standard or another method; and •In consultation with the Department of Energy Resources (DOER) and the Department of Public Utilities (DPU), develop, prepare, implement and secure regulatory approval and perform all services related to administering the aggregation plan as defined by and in compliance with M.G.L. c.164, §134 and any other applicable statute or regulation.
