Specifications include, but are not limited to: 1) Develop a written plan, in collaboration with City staff and the City’s attorneys, for license renewal and strategies to implement the plan; 2) Conduct a technical evaluation of the Cable system in the City; 3) Evaluate the past performance of Comcast, to include a review of its license fee payments (“Performance Audit”); 4) Conduct Ascertainment of future community Cable-related needs and interests; 5) Assist, as needed, in drafting a renewal license agreement; 6) Participate in preparation for informal or formal license renewal process; 7) Assist, as needed, in preparing for and/or attending cable meetings, cable public hearings and cable negotiation sessions; and 8) Assist, as needed, in preparing written ascertainment document for use in negotiations; and 9) Review and evaluate Comcast financial records to determine compliance with current license obligations.
