Specifications include, but are not limited to: A. The 2000+ sworn members of the Massachusetts State Police (Department/ MSP) are enlisted and retained subject to, among other criteria, meeting the Department’s medical standards. As mandated by Massachusetts General Laws, medical examinations are conducted prior to entering the Academy as a trainee and every two years thereafter. In addition to conducting such examinations, the successful bidder will be competent to counsel and advise the Department in its validation of medical standards relative to bona fide occupational qualifications. The successful bidder will also be prepared to render expert testimony in support of all conclusions reached. B. Pending Legislative approval, there may be recruits that will enter and graduate the State Police Academy during this contract. The medical services provider will be required to examine a pool of approximately 250 – 500 candidates for each class. These exams must be completed typically within a time period of not more than three (3) weeks. Notification lead-time to the Contractor may vary from class to class. There may be short notice from the date MSP is notified of the funding to the planned Academy class start date. C. Workers Compensation laws do not cover sworn members of the Department. Members injured in the Line of Duty are treated by the physician of their choice, but are also evaluated by the Department’s medical services provider initially to aid the Department’s internal Board on Claims in determining if the injury is in fact job-related and, periodically, to ascertain at what point the officer is capable of performing the essential functions of a Trooper. Periodically, the medical services provider is tasked with determining if the injured officer has reached a medical endpoint and can no longer perform said essential functions. The provider may also be asked to review the attending physician’s medical reports to determine if the recommended treatment is appropriate for a condition casually related to an approved injury.
