Specifications include, but are not limited to:he Administrative Office of the Courts is issuing this Request for Proposals to award one or more contracts (depending on Functional Area) to a qualified firm or firms to provide web-based computer-assisted legal research (CALR) services. The services shall be available to the offices of the Maryland Judiciary and individuals designated by the Director of the Maryland State Law Library. Offerors may propose to any or all functional areas. The scope of this solicitation encompasses three functional areas as follows: 2.2.2 Functional Area I – Unlimited access to and use of a series of comprehensive legal, news and other full-text information resources for the use of the Maryland Judiciary. One contract will be awarded for Functional Area I. 2.2.3 Functional Area II – IP address authentication or an equivalent means of efficient public access for up to 8 public access computers at the Maryland State Law Library. One or more contracts will be awarded for Functional Area II. The AOC reserves the right to determine of the 8 public access computers how the awards are made according to the best value to the AOC. 2.2.4 Functional Area III – CALR via the WiFi network at the Maryland State Law Library for up to 8 concurrent log-ins. The network is password protected and encrypted. One or more contracts may be awarded for Functional Area III. Contract awards of Functional Area III are dependent upon affordability. The AOC reserves the right to determine how many awards, if any, of the 8 concurrent log-ins are made according to the best value to the AOC. 2.2.5 (Optional) Functional Area IV – Unlimited access to PDF copies of any of the original texts referenced in Functional Area I (when the Contractor makes image-based content on its system available in .pdf format, so that the pdf image appears as a copy of a paper-based resource). Access to PDF copies would only be granted to users of Functional Area I. Contract awards of Functional Area IV are dependent upon affordability. The AOC reserves the right to determine how many awards, if any, are made according to the best value to the AOC.
