Specifications include, but are not limited to: 2.2.2.4 The Contractor must be able to complete all services within the time frames specified and issue a report with an expression of opinion on the basic financial statements of the State of Maryland. The services will include audits of separately issued financial statements of the Department of Transportation’s Trust Fund and related Debt Service and Fiduciary Funds, the Maryland Transit Administration Pension Plan, the various Department of Commerce Loan Fund Programs, the Maryland Water Quality Financing Administration (MWQFA), the Unemployment Insurance Trust Fund, Maryland Correctional Enterprises, the Maryland Food Center Authority, the Maryland Stadium Authority, and the Maryland 529 Plans, and the Postretirement Health Benefits Trust Fund. If one or more of the optional Engagements are exercised, the Contractor must perform audits of separately issued financial statements for the University System of Maryland (USM), St. Mary’s College, Morgan State University, the Baltimore City Community College (BCCC) and its WBJC Radio Station, and the State Retirement and Pension System of Maryland. 2.2.2.5 The Contractor will conduct a financial and compliance audit of federal grants-in-aid, which includes the State institutions of higher education, and a separate financial and compliance audit of federal grants-in-aid and single audit report for the MWQFA. This audit satisfies the requirements of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. The Contractor will also: certify the Section 9 Statistics Summary as required by the Federal Transit Administration; render an opinion on the Schedule of Operating Expenses of the World Trade Center as required by Article 4 of the standard World Trade Center lease agreement; render an opinion on the two reports on the Passenger Facility Charges as required by the Federal Aviation Administration. If the optional Engagements are exercised by the State, the Contractor must also render a report on the agreed-upon procedures on the validity of enrollment statistical data of the University System of Maryland, St. Mary’s College, Morgan State University and BCCC’s enrollment information systems as required by the Maryland Higher Education Commission; render an opinion on BCCC’s Annual Financial Report (Form CC 4) as required by the Maryland Higher Education Commission, the Maryland Higher Educational Excellence Award Agreed Upon Procedures Report; and, render an opinion on the Annual Financial Report required by the Corporation for Public Broadcasting. The Contractor’s report on various entity financial statements will be included in applicable bond offerings. Each of the aforementioned requirements will be performed for the Fiscal Years ending June 30, 2020; June 30, 2021; June 30, 2022; June 30, 2023; and June 30, 2024.
