Specifications include, but are not limited to: Contractor shall provide all labor, materials, equipment, expertise and supervision required to operate a shuttle bus service as necessary for MPA’s cruise passenger parking at MPA’s South Locust Point Marine Terminal, 2001 E. McComas Street, Baltimore, Maryland. The MPA seeks to operate a safe, efficient, dependable, customer-service oriented shuttle bus service with professional, well-qualified personnel and appropriate supervision using clean and well-maintained vehicles. Work shall be performed in accordance with this IFB and the contract documents. Contractor shall provide the Administration with heated and air conditioned buses in the quantities ordered by MPA on an “as-needed” basis. The bus or buses will transport cruise passengers from designated parking areas at designated passenger intake areas to the cruise embarking point at the MPA’s Cruise Terminal and transporting cruise passengers back from the cruise debarking point at the Cruise Terminal located at South Locust Point Marine Terminal, 2001 E. McComas Street, Baltimore, Maryland, to designated parking areas. Intake, parking, embarking and debarking areas may in the future be at a private or other State owned facility in the Baltimore metropolitan area. Conditions of performance may vary based on ship delays, unforeseen conditions, emergencies, and other necessities. The Administration shall notify Contractor of any changes as they occur. Work shall be performed in accordance with the attached Cruise Schedules (Attachment VII), as they may be amended, and as directed by the MPA Manager of Cruise Operations, or designee. Cruise operations generally occur between the hours of 6:00 AM until 5:00 PM. B. Contractor shall provide one (1) working supervisor to direct the traffic flow and the loading/unloading of buses during cruise embarkation and debarkation. Each bus must be equipped with communication capability to allow communication between the driver(s) and the supervisor. The Contractor shall be responsible for paying all toll charges, licenses, fees, taxes, violation fines, fuel and other operating costs incurred by the Contractor as part of this contract. The Contractor’s shuttle bus driver(s) shall assist cruise passengers with baggage handling while loading and unloading buses.
