Specifications include, but are not limited to: Thorough capture of all stakeholder voices from MCPS and the bargaining units; Exploration of connections between the three PGSs and learning outcomes for students; Analysis of professional growth practices in comparable school systems; Consideration as to whether professional growth systems address the needs of the current and future workforce; and Identification of the impact on employee attraction, growth and retention.
