Specifications include, but are not limited to: Phase I Conduct demographics, recreational trends, and needs analyses to evaluate level of service and determine if the population within specific areas of the county is being adequately served by the public and private market. Identify the recreation facility needs requirements Determine whether or not an existing site in a specific Service Area (Service Area 3) can accommodate future build-out as a multigenerational community center. Establish the site selection criteria (size, adjacency of other recreational facilities in the area, proximity to public transportation, etc.) Identify potential locations for a multigenerational community center in two specific Service Areas (Service Areas 2 and 4) based on the site selection criteria. Determine with DPR, the number of candidate sites for preliminary analyses. Review sites based on selection criteria and include site diligence to include but not be limited to conceptual plan and total development budget, Phase I environmental review, total potential investment for both capital and operating, cost recovery targets, etc. Assist DPR in the final selection of a site, including but not limited to reducing the number of sites for Service Areas 2 and 4 to a final of 1 or 2 sites to proceed to full evaluations. Phase II Conduct site due diligence on the final 1 or 2 sites for Service Areas 2 and 4. Propose conceptual design solutions and accompanying site plans for Service Areas 2, 3 and 4. Estimate acquisition, site development, and construction costs to assist DPR in identifying funding strategies.
