Specifications include, but are not limited to: A. Supply and deliver Heavy Duty General Motors Original Equipment Manufacturer (O.E.M.) repair, replacement parts and warranty. i. All parts must be better than or equal to the original parts. ii. Contractors shall use new O.E.M. parts unless prior approval is granted by the City Fleet Management supervisor for used parts or aftermarket parts to be utilized. New parts shall be the most updated and the best of quality with the highest grade of workmanship. iii. Genuine Original Equipment Manufactured (O.E.M.) parts is defined in connection with the vehicle’s manufacturer, meaning the manufacturer that designed and manufactured the parts, then distributed them by authorized divisions, subsidiaries or dealerships for that brand. iv. The contractor agrees that if not O.E.M. (CAPA certified after-market parts) used, rebuilt, reconditioned or refurbished parts are used in repairs, such parts will be of sufficient quality to restore the vehicle to its pre-loss condition, and CAPA shall be warranted for rust-through the same as new O.E.M. parts. B. Allow for returns, without fees, any/all unused parts and provide pick up service for those returns at no additional cost. All returns shall be picked up within two (2) business days of notification and a credit shall be issued within one (1) business day of pick up. C. Provide delivery of parts within two (2) business days after receipt of order. i. The contractor must immediately notify the ordering agency and receive approval by the requesting agency, if an extension is needed in delivering parts. ii. The City shall have the right of refusal and may utilize the next lowest responsive and responsible bidder to obtain parts. D. Parts prices will be allowed to vary according to manufacturer pricing schedules, but the percentage of markup or discount shall remain the same. Contractor will submit the manufacturer updated part pricing list upon request. E. Bidder(s) shall have a local stock of parts for repairs required under this contract. The local stock shall be available at all times during normal working hours for emergency pick up by the City; these parts are of common use. F. An inspection of a potential contractor’s facility and current financial statements may be required prior to award. Contractor’s place of business will be subject to inspection and verification of shop facility, security and equipment compliance as outlined in the solicitation. G. A facility located within 30 miles of the Fleet Management, Central Garage facility in order to meet turnaround time requirements. H. Service may be performed either at the City facility or at the contractor’s facility, whichever the City prefers.
